Other FAO Projects
Commencing from 1978 the FAO has been involved in the implementation of some 400 projects in sustainable agricultural development, nutrition, food security, forestry and fisheries, as well as emergency rehabilitation in Vietnam. At the national level, FAO is engaged in the planning, formulation and implementation of projects via the provision of technical assistance and specialized technical advice to the Government and its partners in the following primary areas: plant and animal production, forestry, fisheries, economic and social policy, investment, nutrition, food standards and commodities and trade.
It is important to note that FAO is not a funding agency and projects are usually undertaken in co-operation with national governments or multilateral institutions. Rather, FAO provides financial assistance solely in the form of grants. The largest portion of FAO's development assistance in Viet Nam is funded through a variety of extra-budgetary sources. These include trust funds under the FAO/Government Cooperative Programme; the United Nations Development Programme and the FAO Regular Programme budget. Such assistance includes Technical Cooperation Programme (TCP) projects aimed at providing short-term, quick-impact technical support for small projects which address specific problems in the agricultural, fisheries and forestry sectors. Requests for TCP are normally submitted or endorsed by the Government. The TCP support is in the forms of investment, training, advisory services, formulation and programming missions. Moreover, FAO contributes to policy development and analysis at the national level and participates in the planning and implementation of projects targeting the rural poor. While often small in scale and with limited financial resources, many of these projects have achieved significant results. Some have promoted new livelihood options and improved income-generating strategies for the rural poor, while others are helping to improve household food security and nutrition.
Vietnam accession to the WTO in January 2007 is adding to the Government’s concerns in improving the standards of agricultural products. In this regard, several projects on the establishment of food safety control and quality assurance systems have been put in place by FAO. The international standards and primarily the FAO/WHO Codex Alimentarius are applied as a benchmark. The overall objective is to build national capacity in food quality and safety, including Good Agricultural Practices, Safe Vegetables and Livestock Product Food Safety.
